Ingredients
- 1 1/2 pounds lean halal-certified ground beef
- 1 medium yellow onion, diced
- 3 cloves garlic, minced
- 1 teaspoon salt, divided
- 1/2 teaspoon black pepper, divided
- 1/2 teaspoon garlic powder
- 1/2 teaspoon paprika
- 3 pounds Russet potatoes, sliced about 1/8-inch thick
- 3 tablespoons butter
- 3 tablespoons all-purpose flour
- 2 cups halal beef broth
- 1 1/2 cups whole milk
- 2 cups shredded sharp cheddar cheese
Instructions
- Preheat the oven to 375°F. Lightly grease a 9×13-inch baking dish and set aside.
- Heat a large skillet over medium-high heat. Add the ground beef and diced onion. Cook until the beef is browned and the onion is tender, breaking the meat into small crumbles as it cooks. Add the garlic and cook for another 30 seconds. Drain excess fat if necessary.
- Season the beef with 1/2 teaspoon salt, 1/4 teaspoon black pepper, garlic powder, and paprika. Remove from the heat and set aside.
- Melt the butter in a saucepan over medium heat. Whisk in the flour and cook for about 1 minute, stirring constantly.
- Gradually whisk in the halal beef broth, followed by the whole milk. Add the remaining 1/2 teaspoon salt and 1/4 teaspoon black pepper. Cook for 4–5 minutes, stirring frequently, until the sauce has thickened slightly. Remove from the heat.
- Slice the Russet potatoes into even slices about 1/8-inch thick. Do not rinse the potatoes after slicing.
- Arrange half of the sliced potatoes in an overlapping layer in the prepared baking dish. Spread half of the cooked ground beef over the potatoes, then pour half of the creamy sauce evenly over the beef.
- Repeat with the remaining potatoes, ground beef, and creamy sauce. Cover the baking dish tightly with aluminum foil.
- Bake covered for 50 minutes. Carefully test the potatoes with a thin knife. If they are still firm, cover again and continue baking for 10–15 minutes, until tender.
- Remove the foil and sprinkle the shredded cheddar cheese evenly over the casserole. Bake uncovered for another 10–15 minutes, until the cheese is melted and the casserole is bubbling around the edges.
- Remove from the oven and let the casserole rest for 10 minutes before serving.
Notes
Potatoes: Slice the potatoes about 1/8-inch thick and as evenly as possible. A mandoline makes this especially easy.
Do not rinse: Keep the natural starch on the sliced potatoes because it helps create a creamy casserole.
Ground beef: Use lean halal-certified ground beef and drain excess fat after browning if necessary.
Check for tenderness: Before adding the cheese, insert a thin knife through the potatoes. If there is resistance, continue baking covered until tender.
Cheese: Freshly shredded sharp cheddar melts especially well, but medium cheddar or Colby Jack can also be used.
Make ahead: The ground beef and creamy sauce can be prepared ahead and refrigerated separately. Assemble the casserole when ready to bake.
Storage: Refrigerate leftovers in an airtight container for 3–4 days.
Reheating: Reheat leftovers until thoroughly hot. Add a small splash of milk if the casserole seems dry.
Food safety: Ground beef should reach a safe internal temperature of 160°F.
